ИСТОРИЯ СТАНОВЛЕНИЯ И РАЗВИТИЯ МИГРАЦИОННОГО ПРАВА В РЕСПУБЛИКЕ УЗБЕКИСТАН
Abstract
В публикации рассматривается процесс становления и развития миграционного права Республики Узбекистан с момента обретения независимости. Проведен анализ ключевых этапов формирования нормативно-правовой базы в области миграции, начиная от фрагментарного регулирования до современного этапа институционализации и попыток систематизации законодательства. Рассмотрены актуальные научные дискуссии о правовой природе миграционного права, выдвинуты предложения по кодификации и гармонизации с международными нормами. Отмечена необходимость разработки Миграционного кодекса и укрепления научно-доктринального фундамента отрасли.
