This article analyzes the theoretical and methodological foundations of managing social risks and preventive mechanisms in the context of a social state. Risks such as unemployment, poverty, social inequality, demographic changes, migration, and social marginalization are considered as key factors affecting social stability. The study highlights the importance of state social policy, institutional mechanisms, social monitoring, and preventive programs. Furthermore, the role of civil society institutions and social cooperation in managing social risks is substantiated.
